why does this rule exist + why is it so complicated

since this rules addition ive not seen a single t that has SUCESSFULLY stacked and lived, just looking for feedback this rule is overly complicated with 4 different bullet points and 3 different time interval ranges that most people will not remember. also, how does this rule get enforced im making this post to reference the clwo rules where simply going into another t was considered stacking and you wouldnt instantly get fragged for not PERFECTLY alligning to a t including - facing the same way - being in the same exact position if someone has a skin on, how do you measure a t is perfectly stacked inside someone whilst ignoring their skin. just looking for some clarity thats all
