Warden queue and grace period at start of rounds

When a CT attempts to claim warden at the start of the round, they are added to a short queue of other CTs who have also claimed. After a short window (e.g. X seconds), a warden is automatically selected from the queue. Example: * Queue window: 15 seconds * Warden is selected based on: * Playtime * Successful rounds * Cooldown (Has the player been warden recently?)
