Staff answer
Built: /callstaff with a reason reaches staff, and you are told when no staff is online. Still being tested on the server.

When there is no staff members active on the server (this also includes being in spectator) allow players to type /callstaff <reason> to notify staff about issues or that the server requires a staff member. Example: "/callstaff bap RDM'd me"
