Fail to make ct queue? Get moved to the ts

Currently, it seems that if you are in spectate and you join the ct queue but don't get chosen to join the cts you still remain in spectate at the start of the round and don't get to play. It may be best to force you to join the ts if you don't get selected to be a ct.
