Jailbreak: over 100 fixes

Over 100 Jailbreak fixes are live. The ones you'll notice: - !forcect on a living prisoner now respawns him as a guard - !guns works once per round - !stuck no longer pushes you through walls or cell doors, and also frees players stuck inside each other - Race LR: the finish line can't be set right at the start - No knife in Shot for Shot until the knife phase - No !kill during an LR or special day - Special-day round times now apply - Prisoner footsteps and the knife mute work again More on the way.
